No 1: one lincense for one machine or for my one end-user?
No 2: I must give the registration key to my customer, or not?
No 3: how to use the converter? I think that I should use it in my appliations, where it would be called.

One License is for one machine.

You can register the product on the computer, then all users on this computer can use this product without any problem, you needn't give the user to your customer.

You can call it from your code to convert DWG file to PDF file directly,
dwg2vec.exe C:\test.dwg C:\out.pdf
for example,
Shell("C:\dwg2vec.exe C:\test.dwg C:\out.pdf");
