Does VeryPDF PDF Toolbox Component for .NET has function to add, edit and delete the annotation? If so, does it has "Insert text at cursor" and "underline" and "squiggly" annotation? Can it allow the developer can the color for highlight?

If you are using PDF Stamp SDK product, you can use "VeryStampInsertAnnotStamp" function to insert annotations into your PDF pages.
If you are using PDF Stamp Command Line product, you can use "-annotfile" option to insert annotations into your PDF file, "VeryStampInsertAnnotStamp" function and "-annotfile" option are using same .ini format.
If you are just want to insert text stamps to your PDF pages, like "Insert text at cursor" function, the general text stamp functions are enough to you.
