Add a password to Windows Printer, when a print job is submitted from any application, a popup appears asking for a password to continue

We need to develop software that does the following:

- On any windows machine that it is installed on, when a print job is submitted from any application, a popup appears asking for a password to continue. If correct password entered, allow job to print. Else raise error message and terminate job.

- For every print job that is submitted, record the details into a database - text content in the print job, date and time of printing etc.

We need this software to support windows 7 upwards, and any type of printer.

Please provide an estimate of time required and cost for the same.

- The pop-up to request user login will appear automatically when a print request is filed from any application, right? The user would not have to invoke anything separate manually. Would this be done as a new printer driver that will need to be installed? Would this work with any printer - local or network?

- The file that is being printed will get scanned by the software and any text that can be extracted from the file will get stored in database along with user name, date and time. Correct? Would this use PDF OCR technology?

Please confirm the above and provide some more technical details on what technology components and coding languages will be used for the above.
