Merge Multiple PDF Pages to One Page, Multiple PDF pages per sheet, PDF N-up tool, multiple pages per sheet - PDF resizer

I am looking for a product that will take a single-page PDF and inject it every x number of pages into a document. Do you have a utility that does this?

Is there truly no way to combine multiple pages into a single page, not document, but page?

I am NOT trying to merge documents, I can do that. I have documents I want to merge where I want some pages to combine on a single page for printing while others remain an entire page.

Is there truly no way to just reduce the size of a pdf page by 1/2 or 1/4? I would then combine 2 or 4 pages on one page, then insert my next page all in a single document so it prints and saves as one doc.

It's fine to be multiple for yourself but when sharing, this gets to be a problem !
