I want to know if VeryPDF Editor allows me to create a pdf question and answer form ,set it on my web site page and other users can download, complete and return it by e-mail.

VeryPDF Editor is enable you to fill the PDF forms, edit the page contents and edit the comments, but it can't allow you to create the fillable forms, it hasn't "design" function.
However, you can use "Adobe LiveCycle Designer ES 8.2" to create the fillable forms, publich it to your web site, after user downloaded your PDF forms, your customers can use following products to fill the PDF forms,
