It is caused by permission restrictions in your Windows Service application, you may call PDF to Text OCR Converter from an interactive user account instead of service user account, you will get it work properly.

You can use CmdAsUser.exe to run pdf2txtocr.exe from an interactive user account instead of system user account, CmdAsUser.exe can be downloaded from following web page,

http://www.verydoc.com/exeshell.html

CmdAsUser administrator . /p password /c "C:\verypdf\pdf2txtocr.exe" C:\test.pdf "C:\out.txt"

We can also provide a COM version of PDF to Text OCR Converter to you at additional cost, you can call PDF to Text OCR Converter COM version from your windows service application directly, if you interest in PDF to Text OCR Converter COM version, please feel free to let us know, we will provide a quotation for it to you shortly.
