I would like to know the different of the Encrypt PDF Command Line and Encrypt PDF COM Component,  both can run in Server Side (CGI/ASP/PHP/etc.), is it true.

Yes, they are all can be called from Server Side (CGI/ASP/PHP/etc.), Encrypt PDF Command Line is a command line application, you can call it by CreateProcess() or shell() or exec() functions, Encrypt PDF COM Component is a COM interface, you can call it from your ASP or PHP program language directly.
