Of course, our PDF to Vector has this function, you can just run following command line to convert your text based PDF file to text based EMF file or WMF file,

pdf2vec.exe -winfont -winfont2 C:\test.pdf C:\out.emf

pdf2vec.exe -winfont -winfont2 C:\test.pdf C:\out.wmf

"-winfont -winfont2" parameters will force to use Windows fonts to replace embedded fonts in PDF file, you will get EMF and WMF files which contain pure text contents, you can reuse the EMF and WMF files in other applications, such MS Word, AutoCAD, etc. application again.
