Last week the resolution on my PDFs has gone way down. No changes (other than MS Updates) have been made to the program or the server. Can you tell me what’s going on?

Yes, this problem is caused by MS Updates, you can run following command lines to unregister some DLL files first,
regsvr32 /u c:\WINDOWS\system32\dxtmsft.dll
regsvr32 /u c:\WINDOWS\system32\dxtrans.dll
and then run htmltools.exe to convert your HTML files to PDF files again, can you get better PDF files?

I managed to fix it be removing IE 9. I saw a related article on your website yesterday about IE9 being a problem. It's on a server so I really don't need a browser anyway.
